Billable Flight Hours vs. Actual Flight Time
Charter pricing is based on block hours — the time from engine start to engine shutdown — rather than wheels-up to wheels-down flight time. Block hours include taxi, startup, and shutdown.
Most operators also apply a daily minimum — typically two hours — which means a 45-minute flight is billed at two hours. Repositioning fees apply when the aircraft must travel from its base to your departure airport; that leg is billed to the client and is one of the most common sources of quote-to-invoice variance. Empty-leg flights and flexible departure times can reduce or eliminate repositioning charges.
Fees That Appear After the Base Hourly Rate
Fuel surcharges are variable and tied to Jet-A prices at the departure airport — they fluctuate with the market and are itemized on every ACASS quote.
Landing and handling fees vary by airport, aircraft weight, and FBO selection — and the difference between a primary international hub and a regional alternative can be significant. Handling fees are sometimes waived for a minimum fuel purchase. When the crew must overnight at the destination, per diem, hotel, and meals are billed separately. Catering and ground transportation are passenger-elected add-ons not included in base quotes. De-icing is seasonal and geography-dependent — a material factor for departures from Canada and northern Europe.
Federal Excise Tax and International Equivalents
US domestic charter flights are subject to Federal Excise Tax applied to the base fare. Flights departing the US internationally are subject to a per-segment international departure tax in lieu of FET.
